The strike occurred on the final and main day of voting in Russia's State Duma elections. Both of the refinery's primary crude distillation units caught fire, and repairs could take several weeks. Reuters also reported that fuel from the Moscow refinery has not been offered for sale on the St. Petersburg Exchange since September 21. On the same day, Ukraine launched its largest attack on Moscow since Russia's full-scale invasion began, with Moscow Mayor Sergei Sobyanin saying more than 1,600 drones were shot down "on all approaches." A fire broke out at the refinery, but the extent of damage was initially unclear. The Iranian Students' News Agency (ISNA) also reported that a large Russian oil refinery caught fire in the Ukrainian drone attack, corroborating the incident.
